Although only part formed and still imperfect the European Union already delivers many benefits. The UK should be a leading player in the reform and development of the EU, not on the basis of extracting more opt-outs but on the basis of helping to develop a more flexible and reactive Union of Nations. We have the talent and capability we only need to have the belief in ourselves.
